How is the fight against corruption organized at UzAuto Motors Powertrain?

Corruption is a hidden ailment with extremely severe consequences. Whether it affects an enterprise, an entire industry, or a country, it undermines trust and casts a shadow over progress. That is why various mechanisms to preserve integrity have been developed around the world. The most effective of these is the compliance control system, which is currently used in more than 100 countries.

Systematic work is also being carried out in this direction in our country. This system is being introduced at large industrial enterprises, where transparency and fairness are becoming core principles. A good example is the activity of UzAuto Motors Powertrain, which is part of Uzavtosanoat JSC. In a conversation with the head of the enterprise, Saidadzim Gulyamov, we discussed production capacity, personnel policy, and the measures taken to combat corruption.


MODERN TECHNOLOGIES, ENORMOUS POTENTIAL

The enterprise launched its operations in 2012. In its early years, engines were produced for the Spark model; later, production was established for Lacetti, Cobalt, Tracker, and Onix.

“In 2023 we produced 228,000 engines, in 2024 — 270,000, and this year — 250,000,” says Saidadzim Gulyamov. “Our current capacity allows us to produce up to 415,000 units per year.”

The CSS Prime line, launched at the end of 2022, took the enterprise to an entirely new level. The gravity casting technology for cylinder heads is the first of its kind not only in Uzbekistan, but across the CIS.


HIGH DEMAND AND EXPORT POTENTIAL

The enterprise is not limited to the domestic market. Engine blocks are currently exported to the GM plant in Mexico, and CKD products are supplied to Kostanay, Kazakhstan.

“Despite the rise of electric vehicles, demand for internal combustion engines remains high,” the head of the enterprise notes. “Therefore, production volumes continue to grow year after year. One of this year’s key innovations is the launch of production of L2B engines for the Cobalt MCM model. These engines are equipped with a DVCP system, which helps reduce harmful emissions.”


NO “NEPOTISM” IN EMPLOYMENT

The enterprise employs 1,284 workers. Transparency and fairness are prioritized in protecting their rights and interests. Recruitment is carried out based on a two-stage test and interview process, with interviews recorded on video. Most importantly, candidates are not hired until they pass compliance clearance.

“For us, along with a candidate’s knowledge, discipline and responsibility are extremely important,” says Gulyamov. “Every action in production affects product quality.”


COMPLIANCE SERVICE IS NOT A PUNITIVE BODY — IT IS A PROTECTIVE SYSTEM

The compliance control service has been operating since 2020 and reports directly to the Supervisory Board. The department monitors all key areas, including raw material procurement, tenders, public procurement, logistics, and financial risk analysis.

“This service is not punitive,” the director explains. “It identifies risks in advance and protects the enterprise from losses.”
An annual anti-corruption program consisting of 14 sections has been developed at the plant. It defines 24 measures to reduce existing risks and prevent potential future issues.

The document covers tasks such as inspection and monitoring of relevant processes, staff training, and awareness programs. This year, internal regulations were revised and reapproved regarding conflicts of interest, gifts and representation expenses, charity and corporate sponsorship, due diligence of business partners and third parties, and internal investigations.

As a result, 28 adverse cases were identified in 2025, and contracts or procurements totaling 5.42 billion soums were either not signed or canceled. This also prevented the imposition of 162.85 million soums in fines from authorized state bodies.


NO ROOM FOR EXCESS EXPENSES OR QUESTIONABLE DEALS

Every tender and contract at the plant undergoes compliance and internal audit review. If affiliated companies or family ties are identified, the tender is immediately canceled. Compliance activities carried out this year resulted in economic benefits totaling 16.51 billion soums.

In particular, 6.7 billion soums in expenses were suspended in tenders and procurements, 5.42 billion soums were saved by preventing illegal practices such as affiliation and conflicts of interest, and 1.28 billion soums were saved by eliminating unnecessary and unjustified costs.

“If such cases were not stopped in time, they could have caused serious economic damage,” the head emphasizes.


EVERY EMPLOYEE BEARS PERSONAL RESPONSIBILITY

According to Compliance Department Head Azizbek Odilov, every new employee submits a declaration on conflicts of interest.

“Where close relatives work, whether they have private businesses — everything is openly indicated,” he explains. “This is necessary to prevent future problems.”

Training seminars are held weekly, and on 9 December — International Anti-Corruption Day — an Open Day is organized. Strict attention is paid to labor discipline and occupational safety, as even a small mistake can affect product quality and cause serious economic damage.

Moreover, violating safety rules endangers not only the employee, but also others. Therefore, safety specialists regularly conduct awareness sessions. Nevertheless, violations still occur. This year, disciplinary measures in the form of reprimands were imposed on 27 employees, and employment contracts with 5 employees who grossly violated discipline were terminated.

As noted earlier, such strict measures are taken because one person’s mistake may affect others, as well as the plant’s products. An employee who arrives at work alive and healthy must return home alive and healthy. Occupational safety has always been taken seriously here — and always will be.


QUALITY UNDER STRICT CONTROL

Every part produced receives an identification number. It is always clear which shift, which worker, and at what stage worked on it. If an employee makes a mistake and admits it in time, it is corrected. However, hiding a mistake leads to strict punishment.

“This system teaches employees honesty and responsibility,” says department manager Mirlaziz Mirvosiky.

The enterprise also pays great attention to social protection. Vacation pay is issued in advance, additional holiday bonuses are provided, and incentives are offered during the year. Sports grounds, public events, and family celebrations help create a healthy working atmosphere.

“If an employee feels valued, he will never be tempted by corruption,” says Gulyamov.

Visiting UzAuto Motors Powertrain, we saw that the compliance system truly works in practice. Transparency, strict control, and respect for human value are the core factors ensuring the enterprise’s sustainable development.
