On the Consistent Fight Against Corruption and the Effectiveness of Modern Compliance Systems Across Industries
In recent years, the Republic of Uzbekistan has been implementing large-scale, systemic reforms aimed at fundamentally modernizing all spheres of public and state life, while ensuring transparency and the rule of law in governance. Under the leadership of the President of the Republic of Uzbekistan, combating corruption has rightly been identified as one of the highest priorities of state policy. Corruption is a dangerous social ill that hinders development, undermines the economic foundations of the state, and erodes public confidence in justice. Today, these transformational processes extend beyond government institutions and have become an integral benchmark for the activities of major economic sectors and industrial enterprises.
As a logical continuation of these nationwide reforms, particular emphasis is being placed on introducing modern compliance management systems within enterprises and organizations, while continuously expanding their functional responsibilities in line with the demands of the time. In this regard, UzAuto Motors Powertrain Joint Stock Company, one of the leading enterprises of Uzbekistan's automotive industry, has established effective mechanisms for the early identification and prevention of corruption risks in full alignment with the country's anti-corruption policy. The Company's Internal Control and Anti-Corruption Department serves as a key structural unit responsible for implementing the compliance function and ensuring adherence to corporate integrity standards.
This year, the Company developed a comprehensive Monitoring and Control Plan consisting of 32 measures aimed at strengthening risk management, ensuring strict compliance with sanctions and export control requirements, maintaining transparency in recruitment and personnel rotation, effectively managing conflicts of interest, and preventing systemic violations in public procurement processes. Within the framework of this strategic program, each assigned task has been implemented within established deadlines, while internal control measures have been consistently reinforced.
At present, all internal regulatory documents, orders, and directives issued by the Company are subject to mandatory legal and compliance review. This process verifies their compliance with applicable legislation, internal corporate policies and principles, and confirms the absence of any signs of conflict of interest. Such an approach significantly minimizes the risks of subjectivity and abuse of authority in managerial decision-making.
Naturally, creating an environment of zero tolerance toward corruption cannot be achieved solely through administrative measures. Intellectual capital—namely employees' legal awareness, professional competence, and social responsibility—plays a decisive role in this process. Therefore, systematic efforts are being made to strengthen employees' professional capacity and cultivate an uncompromising attitude toward corruption. In particular, Company specialists regularly participate in professional development programs organized jointly with national law enforcement agencies and other specialized institutions. These initiatives contribute to building a strong culture of integrity and a sustainable anti-corruption mindset throughout the workforce.
As emphasized by the Head of State, the most effective guarantee for eliminating practices that are detrimental to the healthy development of society is to raise a new generation "vaccinated with integrity" and equipped with modern thinking. Accordingly, our objective extends beyond improving production performance. We are equally committed to educating young professionals in the spirit of honesty, patriotism, and high ethical and legal standards, fostering these values as fundamental principles of their professional and personal development.
Transparency and public accountability are among the fundamental principles of an effective compliance management system. Therefore, UzAuto Motors Powertrain JSC regularly publishes financial and economic documents, reports, and other important corporate information on its official website, ensuring open and transparent access for the public. This approach significantly strengthens external oversight and promotes public trust in the Company's activities.
As international recognition of the Company's achievements, ISO 37001:2016 – Anti-Bribery Management Systems has been fully implemented, and the Company has successfully obtained the corresponding certificate of conformity issued by a reputable international certification body. Furthermore, beginning this year, comprehensive measures are being carried out to implement the requirements of ISO 37301:2021 – Compliance Management Systems, with the objective of obtaining international certification and further enhancing the effectiveness of the Company's corporate governance system.
The systems established at UzAuto Motors Powertrain JSC to prevent corruption, ensure complete transparency in business processes, and combat all forms of fraud are fully aligned with the priority directions of the state policy of the Republic of Uzbekistan. Going forward, we will continue to improve these mechanisms, preserve the achievements attained, and dedicate all our efforts and capabilities to making our Company a model organization free from corruption.
